Internet Connection Wizard 1

I have 300+ W2K Professional workstations with SP4. For some reason the Internet Connection Wizard runs everytime a new user logs in. I modified the internet settings and disabled the wizard with group policy but it still pops up.

Has anyone else had this problem? Any solutions?
