Internet bandwidth speed.. why is mine so slow??

Hello~
I have ATT broadband cable.
according to the bandwidth meter on the internet,
my desktop averages only 350kbps,
however notebook averages 1800kbps.
what's going on??
can anyone tell me the reason??

desktop: amd athlon 1700(1.46ghz) 512mb (memory)
notebook: pentium3 1.0ghz 256mem

is it because of the setting??
or what??

i can't understand why the notebook gets faster connection. plz someone explain to me. or tell me how to fix my desktop so i can get faster connection
 
There are various registry settings that will determine your 'internet' speed. I have found a little program called Dr. TCP useful in tweaking these values( For info on the program and the various settings, see
The dslreports web site is good for broadband information. They have a utility to test your connection - to see if your tweaking has made any difference. Hope that helps you!
