International language support

I need to know how to check the client IE product to see if arabic language support is loaded. If not pop up a window that will take them to the Microsoft language support download area. I was under the impression that IE 5.0 would do this if the following code was present in HTML page


<META CONTENT=&quot;text/html; charset=windows-1256&quot; HTTP-EQUIV=CONTENT-TYPE>
<META CONTENT=FA HTTP-EQUIV=CONTENT-LANGUAGE>
