International ISP?

This isn't really a IE question but I'm sure some of you have experienced this.
We have some users who travel the world and like to access their E-mail from our Web-access Servers.

The problem is dialing a UK ISP costs us a fortune. Do you know of any ISP's who offer just
different numbers dependent on the country you are in, and do not require you to download their
Internet software i.e AOL.

Any ideas would be appreciated

Not a direct answer but my ISP has an 800 number for use by their subscribers from anywhere in the USA for a 10-cent per minute surcharge in addition to the $20 monthly fee.
