I need to configure a couple Sets for International calls.

You probably just need to give them a high enough NCOS. If you have sets that currently can dial international, print those and give the new sets the same NCOS setting.

I have tried from different sets with the the smae NCOS but other sets will not complete the international call

Check Class of service in each phone
CLS UNR, TLD, CTD, SRE, etc.....

in load 90, pet net 0 ac1 npa then enter the 3 of 4 digit number you are trying to dial after the 9.. 101 etc.. if the number is not there, try the same command with spn instead of npa... post that prompt and i will let you know where to go from there.... if you have a set that is allowed int... just chg your set to the same tgar ncos and the 1st entry in cls...
