International Calls Rejected

I am getting a error message when making international calls that 'call can not be completed as dialed' error, found out from telco carrier that '011' prefix is not being sent with dial steam. Can someone help me on checking/changing on Nortel CS1000? Can not find any manuals or the change process that help with making changes to attach 011 on front of international calls and not be errored out by the local carrier.
 
Turn on dchannel messaging and post a call here. Also create a new rlb and dgt just for intl calls. In the dgt set the ctyp as INTL and try it. Did this work and stop working?

The same thing happened at my company and i am told by the carrier that I need to change my calling no TON from international to national. I am trying to figure out how to do this since my new suppport contract has not been finalized yet. Can anyone point me to the LD and cmd to make this change.

You can change the Call Type through a DMI table. Not sure why they won't accept International though.
