International Call

I have read previous posts about international calling and im still a little confused. Currently all numbers starting with 0 are blocked, but we need 1 user to be able to dial anywhere around the world. The short code for this number confuse me because im not familar with what the numbers are. For Example Im in N. America needing to dial Nottingham. eg: 011+44+115+number what would that shortcode be?
