Internal Soft Modem

Does the IP Office (latest version) require an ATM4 card for the soft modem? Have a system with no ATM4, just a PRI and can't get the RAS extension to answer even internally, let alone even get it to ring. I just get busy tone

You need an ATM4 in system for the analogue modem to be available.
