Internal Query Based Distribution List bounces back with NDR 5.1.0

We are running Exchange 2003 and we have internal query based distribution groups based on office location. When I go into ESM and view the properties on the group and do a preview it populates all the users. However when I send the message and select the groups from the global catalog, I get a bounce back of NDR 5.1.0. The email address could not be found. Any ideas?

See if you can send to it from OWA. Let's rule out an OAB issue.

Ok now it's hit and miss. I just tried to send via outlook address book again and it went through, then I tried it again and it did not.
