Internal PRI calls Routing to External PRI --Is MCDN Rqd

I have two PRI connected to a MICS 4.1, and can't route calls out to the central office (PRI-A)from the site to site PRI (PRI-B).

Calls go offnet to the CO just fine with routing 9, and calls go between norstars fine with routing dest 8. But trying to send calls from the remote site over PRI-B, sending the 9, they won't go out PRI-A to the CO.

I have verified the remote access filters match, and calls still won't go. Is MCDN required for this config to work?

When you say the REMOTE ACCESS package matches where do you have them assigned? Are you talking about the lines comming in and out of site A, because that is where you assign the package.
 
Yes that is where I assigned the package.

Someone mentioned to me that I may need MCDN for this to work, do you know if that is the case?
 
How is the PRI set up between the 2 sites, what protocol? The MCDN is for private networking as far as dialing out through site A it should not affect that. Let me ask you when you dial from B to A is it coming into site A on a Target Line? If so is that the line you assigned the package too and not the physical line itself? The MCDN is so you can have the SL1 protocol on the system.
