Internal Phone can not call an MCR key. weird trouble

Here's the scene:
15 phones,each with an MCN key. One of them is MCR. (They don't want 15 phones blasting in this area). Any phone in the place can dial the MCR and it will ring. (The MCR is on a M2006 BTW). There is one phone in the whole place that when it dials the MCR DN, The Key will flash, but not ring! all other phones will make the MCR Ring, except this one phone. any ideas? I'm posting this for a friend who maintains this set-up for a customer.

Is it by any chance the 1 phone that rings when you call the MCR/MCN DN??????
