In exchange 2000 is there a way of stopping users sending bulk emails. I work in a college were we have over a thousand end users. At the moment students are abusing the system by sending mass emails out to everyone in the address book

Restrict them as in that they are not allowed to send to more then, for example 10 addressees at the same time.

Thanks for the advice but can you apply this solution to a group as opposed to the entire organisation. I know it can be done individually through AD but there are to many users that we need to restrict to use this method.

No, a group does not have those settings.
However, if you want it company wide, go to the System Manager - Global Settings - Message Delivery - Proprties and set the max recipient limit there
