Internal limit restriction exceeded

Sorry my poor english.I get TNS-12540 and TNS-00510 errors. A production server p-570 4cpu 8Gb ram with hacmp. Page space:4,6 Gb used at 8%, and normally have 1,5 gb free ram.
/etc/security/limits for user oracle is:
oracle:
fsize = -1
core = 2097151
cpu = -1
data = -1
rss = -1
stack = -1
nofiles = 10000

Processes are set to 150

Suddenly user oracle get the message, unable to fork in console, and can not work. The listener fails

, I get the next log:

And how many opened Oracle sessions did you have at that time?

not more than 100 sessions at that time

Is 150 oracle user or oracle database limit? Actually besides user processes Oracle create normally up to some ten server processes.

user oracle are ulimited for the system.

150 is the limit processes in init.ora

How about semaphores? Have you completed pre-installing tasks to configure your core?
