Internal calls not working?

I have a customer who is telling me they can not make calls internally from 3904 sets to other 3904 sets. They also say they cant make internal calls across any of there IP sets. I can think of reasons why IP sets might have that problem, but what might cause this with the digital sets?

Can't make internal calls" coming from an end-user/customer is read as "phones are dead" to me.

Log in an enable the cards/shelves.

I dialed in and didn't see anything before heading out to the site. As it turns out the customer experienced a brown out and some of there network equipment failed effecting the IP sets. I doubt the digital sets ever had a problem.
