internal calls don't ever get voicemail

If I try and call another extension, I never reach their voicemail.. The phone rings and then i get a message "User is not available"

How do I fix this?

External calls reach voicemail fine.

what is cfna settings for the extension - it shd be the VMDN
is there a mailbox in that number?
 
yes all extensions(DNs) have a voicemail box number.

where is the CFNA setting located?
 
Active Set DN's, find the extension you want to test with, open it up, click Capabilities, then Forward No Answer. Enter the pilot DN of the voicemail (which you can find by pressing Feature 985).
