Intermittent issue with incoming calls across a T1 on the Avaya IPO 500v2

Hi, I have an IP Office installed at a customer's location using a T1 with DID's and the main number is sent across the T1. the issue is, when the main number is called, there is a 30 second delay before the call hits the IP Office and when it does, the call goes to one of the DID's that is targeted to a fax extension. this is an intermittent problem. my config checks out. my incoming call route have their destinations targeted correctly. could this be the T1's programming from my provider?
 
check with the vendor and see how many digits they are sending and make sure your config matches this

acss sme acis sme acss cm 5.2.1 acss cm and cmm acss aura messaging.
