Interfaces Administrsatively down 1

I am going thru the procedure to change password on a 1721 and it's working until I try to issue the "no shutdown" command on the interfaces. It returns with "invalid input detected at" (points to the h in "no shutdown". What am I missing?
When I issue a "show ip interface brief" command it shows the "admin down

you must first go into the interface configuration mode..

ie
conf t
interface fa0/0
no shut
end

then save your config..
