Intercomm Keys

We have BCM50s out at our branches. We have three T7316 phones at each desk. We have them programmed with two intercom keys. We have four analog lines which are assigned to each set. The analogs were changed from appear only to ring & appear. Now, when a person is on their phone and the external number is called, the call goes directly to VM. We thought because of the two intercom keys, it should ring and not go directly to VM. Can someone please help, we're not sure what we are missing.
 
Do you have call forward on busy turned on? If so, turn it off.
 
Yes, we had that turned on. We were under the impression though that if there were two intercom keys, then the second call would still ring to the set and not be considered busy. Obviously, we are wrong on that assumption? Thanks for your help.
 
Ring and Appear puts the lines physically on the phones and therefore they are subject to the feature interactions set for the phone (call forward, DND etc).

Change them to appear only and the interactions will cease.
