InterCluster Trunking Issue

I have two CM running 7.1 release on them. I have built an ICT between the 2 but I cannot dial from one to the other. I get a fast busy. I have checked significant digits at 4 and have built a route pattern using 8232.XXXX with drop PREDOT digits selected because we use "8" for our network dialing. Any ideas on what would cause this issue and possible troubleshooting tips? Thanks.

What's the connection between the two clusters?
Are they on the same LAN? Across WAN Links?
Give us a little more topology details.

Great. Are there firewalls involved?
Can you ping from one call manager to the other and vice versa?
