Intelligent Contact Center - Not Enabled

I have a BCM 400 4.0.
Installed keycode for skillsets and agents. In Element Manager under keycodes it shows both. And both as active. But when i go to Call Pilot Manager to configure the Skillset it says Intelligent Contact Center - Not Enabled. What am i missing?
 
You have added agent and skillset licences but have you added the call centre licence?
