Insufficient system resources

I have a user who cannot open attached Word documents without getting this error - Insufficient System Resources. Unable to open application.
He is using Office 2000 and Windows 2000 Professional on a fresh install, so I know he is not out of resources. The other odd thing is, if he puts the Office CD in his CD-ROM the application opens with the document just fine. I have uninstalled and reinstalled Office, but nothing changed.

Are you sure that you installed it all to local computer?

Yes, all installed to local computer.

Is this a Win98 PC? If so, have you deleted .tmp files/ normal.dot/ Ran Scan Disk & Disk Defrag?
