insufficient space to store rules

One of my users is receiving following error:
"One or more rules could not be uploaded to Exchange server and have been deactivated. This could be because some of the parameters are not supported or there is insufficient space to store all of your rules."

A few of you are going to say "there is a 32k limitation" to the existing rules. Here is the strange thing.... There are no other rules. Currently, this user has no rules, and when I add a simple rule, for example, to move a messages to an other folder and try to enable and save, the above error occurs.

I have tried recreating the profile on his machine, my machine and another's machine. There is nothing or no type of rule in any way that I can save. These are all server side rules.
I have no problem doing anything with rules nor do some of the other users with mailboxes 3 times the size of our problem user.
I removed the rule(s) using Exmerge, this indecated only one rule no hidden rules

Anyone have any ideas?
We use-
-Outlook XP (2002)
-Exchange 5.5
 
Maybe a corruputed rules file. Even if you recreate the profile if you name it the same as the old one the old rules file, along with favourites, etc. will sometiems stay put unless you manually delete them.

Have a look in C:\Documents and Settings\username\Application Data\Microsoft\outlook and see if there is any file with an .rwz extension. This is your rules file. If there's a file there and your user is positive that they don't have any rules set up.

thanks for the quick responce.
I created the user profile on a different PC and tried to create the rule. the same error occured.
since it was on a different PC the .rwz file was not present.
On the same PC with a different users profile, rules are created correctly.
The mailbox size of the involved user is far below limits

Does this rule contain an address book entry? If so, a corrupt address book entry or contact might be the cause.
 
No adressbook entry
This is the rule
"Mails containing SPAM in subject or body needs to be put in the folder SPAM"
this for easier verification and deletion
