Installing Winfax Pro on Windows 2000

I installed WinFax 10 Pro on Windows 2000 professional. But I have problems for Modem configuration.
When I clik to add the regular modem, next screen asks me in what country and region I'm in. It's a blank list and it doesn't let me to add any country, therefor I'm stucked here because i can't go to the next screen.
Could someone tell me what's the problem? and how I can have the list of the countries?
