installing the gab in the gimp

It all seemed so like photoshop....
I am using gimp 2.2.8 on a trial basis, and want to go in depth with the features.
I can get it right with the installing of the gimp GAB in windows gimp.

What am I supposed to do with the downloaded gab.gz.tar?

The help xml does not work either...

Help!

Is gab the help files for gimp? If so, I would also like to know how to install them.
