Installing External CDRW

I am installing an HP 3200 extrenal CDRW for a friend. (shouldnt be a problem)
Its all hooked up and I turn on computer. It shows the normal stuff, found new hardware and installing new hardware,etc. This is where the problem starts.
Its found the hardware but then the computer crashes. I did alt,control delete and says "Found new hardware (not reponding)".
I did a little more searching and HP puts on a Mass Storage USB device for the cd writer. When I put in a new driver for this and restart the computer says "windows protection error". As far as I know he is just running Win98 (not SE)
I have the feeling that because its not SE(or higher) this writer wont work at all on his system. Please help
