Installing Apache as a Proxy Server

I am interested in installing Apache 1.3.19 as a proxy server which will modify documents received from foreign servers (using a cgi script) before sending them to clients.
Using the Action directive has not been successful. I am wondering how it is possible to do this, and whether it will require modifying the source code.

First thing that comes to mind would be: Is contacting foreign servers going
to create a response time error because of return response times?

YOu mentioned via CGI but didn't say using perl or python or what.

What your doing will also mean opening up the return error times
so the data can be collected....your local server digest and reform
the net output. more information for me to be helpful here.

Basically what I need to do is this: If someone who is employing my proxy server requests a page from another server (eg. apache.org), then the proxy will retrieve the page, modify it using a CGI script (a perl script), and then forward the modified page to the client. The extent of this modification would simply be inserting an ad of some kind in the page. The CGI script has been tested in other conditions and runs perfectly, so it is not the problem.

Im not sure whether or not this would be possible, but I would like to know. Since the script could execute fairly quickly, I'm not sure that response time will be a problem.
