You concept isnt correct. Each NIC would process packets in or out. You can have one NIC used for your local network, and the 2nd NIC can act as the routing interface to another network, ISP or WAN.
If you get a NIC that has network interfaces build in, its quite possible to load balance between the two NICs as well, but that depends on the NIC vendor.
