Installed USB card - not recognized by Win98

I installed a 2-port USB card in my Win98 computer. The port does not work. When I look in Control Panel / System / Hardware Profiles, the USB Root Hub is disabled. The message is: Due to hub transfer request failures, a hub has been disabled. Check your computer's cabling and devices, then restart the computer."

How can I fix this? Restarting the computer does not help.
 
i have the same problem. I've updated the bios, tried every suggestion i could find on the web and nothing has worked yet. It seems the problem may be something to do with IRQ steering but one suggestion to disable this function does not seem to work. have you had any luck?
 
Tips for troubleshooting this that you may or may not have tried...

Try a different PCI slot.

Look for updated Chipset/USB controller drivers (via updates them all the time).

Call the manufacturer of the card, they might have some tips.
