Installations hangs at examining programs

I have a PC, 800 mHZ 128 MB RAM which I upgrade from Win98SE to W2K Prof, ( I already did the upgrade on 5 equal PC's). As soon as it comes to the part examining programs, it is just sitting there, the compute is not frozen.
I was letting it sit over night, and it did not move a bit.

Any ideas what else I can try. Or why this could be happening?

Turn the computer off. Wait 30 seconds. Restart the computer and let the setup program begin again.

This issue is always due to hardware. If you could remove an unnecessary devices during installation it will help. You can add them one-by-one later and allow Windows to discover the new devices, just do not overwhelm the discovery process during setup.

If you used the DOS-based call to Windows setup without using SMARTDRV first, an installation pause of 4 or more hours is considered "normal."
 
I finally were able to finish the install, but now I have another problem with the same PC, it is opening some programs extremely slow or not at all, for example Internet Explorer the home page comes up one 1/4 of the page and that's it, another program takes 1 minute to load.
But MS Office is just fine, Word, Excel etc. opens quickly.
I re-installed Windows 2K prof. on top of the old one, I can't make a clean install since I have only the upgrade software. I ran Norton System Works, Scan Disk, Defrag cleaned temp files etc.
Any ideas why this could be so slow?
