Trying to install the OS and running into a few problems.

Hard drive 1:
During copy phase of install it would stop after failing to copy a dll from disc.

1-changed out RAM
2-changed out ide cable
3-changed tried new install disc
4-changed out hard drive

Hard drive 2:
gets through copy phase but when it enters graphical i get:
-error has been encountered that prevents setup from continuing. One of the components that windows needs to continue setup could not be installed. A component's file does not match the verification present in the component manifest--

thinking it might be the mobo?

First, List what you have...

In the BIOS, load DEFAULT SETTINGS and disable Virus Checking, Plug&Play OS to NO, Disable SMART Monitoring, then EXIT&SAVE...

Also make sure that you try to install from a CLEAN CD, an original is best... if it is a COPY then it may have been burned TOO FAST...

It is a clean cd (have actually tried 2).

Loaded defaults and disabled virus checking as suggested. Others were already set.

Tried setup again and this time i get:
Stop C000021a Unknown hard error

Switched out hard drives and still getting a problem during copying file phase.



 
Now though the BIOS recognizes the hard drive the setup tells me there are no hard drives available. I reboot and notice that occasionally it will find the 2nd cdrom and other times it does not.

so far:
switched out ram, ide cables, hard drive, video card, removed other peripherals (2nd cdrom, NIC), loaded defaults, disablve AV scan on mobo.

 
Yep, sure does sound like you IDE Controller is flaky...

but my bets are it is either the RAM Modules or the PSU in use...

List your Specs of the Machine, ie. Mobo, Ram, CPU, PSU, HDD, CD-Rom... etc...

I would also suggest you do a check on the RAM Modules if they are compatible with your mobo, by checking the manufacturers website for their recommended brands... also run Memtest86+ to check the integritty of the RAM...

MEMTEST has been running over 24 hours and so far everything has passed. IDE Drive test earlier was ok also.

WIll get the specs today and post. Also going to try a different PSU.

System worked previously with no problems.
 
I reread your posts, and noticed that you have 2 CD-ROMs?

I would hook them up as follows:

Primary IDE Channel just the HD (set as Master) you want to install on...
no slave at this time...

Secondary IDE Channel
One CD-ROM set as Master and end of the ide cable...
NO SLAVE at this time...

if it still acts up, then try the other CD-ROM set as Master on the Secondary IDE channel... as I have a feeling that one of the CD-ROMs maybe at fault here...

It does sound like a memory issue (the file copy phase at least).
What mobo do you have?
What kind of memory?
Try to run the memory at a more conservative setting.
