install issues office 2003

i'm having a problem with office 2003 pro. whenever a new user logs in for first time and launches office 2003 )word, excel) it performs an install configuration which is standard. problem is that it does this every time the same user logs in. the program runs okay after cancelling install, but i'm not sure why this is occuring.

i've uninstalled office and re-installed, but i'm getting same results.
 
Is it possible that the User's system access level is having any effect on the configuration? I'm wondering if some registry entry is just not being updated correctly.

I ended up deleting the windows user profile and re-creating it. After that word launched okay. I did check permissions and user had correct permissions.
