Install does not work

Some wacky things have been happening on my computer, of which I am the only user with an open connection to the internet protected by Zone Alarm. Some of my settings have changed as well as icons, but the most disturbing thing is that now I can not install any software. I have tried the autorun, run, and add/remove programs and a window appears with isset_e and then the illegal operation window appears. Sometimes it just freezes. It looks like setup.exe is no longer on my system and apparently that is needed for installations. Any suggestions on how I can correct this? I have a Windows 98 Boot Disk and wonder if I should try using that. Thanks!

Have you completely cleaned out the c:\windows\temp directory of all files and foldes?

No I have not done that....is it safe to delete all the files in the Temp Folder?
