Install CSU or insert DS1 circuit pack first?

I'm installing a new DS1 TN 464 circuit pack, and I'm wondering if it matters if I install the CSU first or do I insert the circuit pack first.

Hardware installation steps don't matter.

Software however have required steps...

"Add DS1 xxXxx" (x=board location). Once you've done that, you'll then want to "Add sig #" if you're going to use PRI. Then you can "Add trunk" and add your members there."
