InMail has become a mystery

I think I'm missing a step. I have an extension that will not use the InMail mailbox I've set up for it. The extension works like it should concerning calls. The Mailbox is set up like all the others that work. 15-07 Function keys are set, 24-09 call forward settings are set. The VMsg soft key prompts for a mailbox number, instead of connecting to the mailbox.
 
Check 47-02 to make sure the mailbox is active. Then check your Feature Auth to make sure you have enough mailbox licenses.
 
Thank you. I think it was licensing. I replaced one of the mailboxes for an extension that isn't used anymore and it worked. I don't know why I didn't try that earlier.
