initialize voicemail box

when I try to initialize a voicemail box it says "that your command cant be completed at this time please try again later and hangs up, so whats up somebody help, this has benn going on for quite some time, and it barely lets me build mailboxes!

What is your mailbox dn size? If it is three digits you need to check your default size for the password. It may be causing a conflict.
