How can I control which volume(s) is used to backup client indexes?

Client file indexes suddenly started being backed up to a pool which I do not want them written to. How can I control this?

i do this by creating a index pool of tapes.

Just create a new pool which sorts the data by save set names. In the "Save set" list enter:
index
bootstrap also makes sense

Exactly how do I tell Networker to just use the new volume pool? I went in to create new volume pool and added the save set names, it then asked me what type of label template. I do not see where it says to use this pool for index files.

You've told NW to use this pool by specifying 'index' and 'bootstrap' as savesets which must go to this pool.
