How does Netbackup determine what needs backing up?

Long story very short...

NDMP filer, we're looking to make two policies:-

Policy 1 Incremental backups Mon-Thu top level folder \vol\vol1\folder1
\vol\vol1\folder2

So two streams will start to two drives

Policy2 Full backups Fri sub folders
\vol\vol1\folder1\xx1
\vol\vol1\folder1\xx2
\vol\vol1\folder1\xx3
\vol\vol1\folder1\xx4
Etc
\vol\vol1\folder2\xx1
\vol\vol1\folder2\xx2
\vol\vol1\folder2\xx3
\vol\vol1\folder2\xx4

So again two streams will start to two drives

Policy2 doesn't matter it's a full and will backup everything no matter what but will Policy 1 be 'aware' of Policy 2 and do correct incrementals even though the directory structure specified is different?

No, each policy is independent.

You could use the exclude lists on the client, and specify the different schedules to skip certain file systems.
