Incorrect DISA work

I have the system VERSION=TA/LZY2035189/6/BC10C144/R6A
I am in Russia.
I want to use DISA without any authorisation code.
I do:

NANSI:NAMSE=1111,NUMTYP=DI;
>EXECUTED

ASPACARNUM=184,PARVAL=3;
>SURE?
Y;
>EXECUTED

If I traed call from outside into the system, I receive the dial-ton, but after dialing B-number (inner subscriber's MD110) I receive RELEASE.

If I doing AUCOI:AUTH=xxxx,....; than it work as *72*xxxx# - all Ok!
But I don't need *72*!

PARNUM=184,PARVAL=3 - don't work in my case. It work as PARVAL=2. Why so?

when PARVAL=0,1,2 - all works acoding the manual.

You should check NADAP.
You may dial digits permitted in CAT=0.
