Incorrect Call Type Presentation/CallerId issue

I have a Meridian Opt.11, Rls 25.08 with some PRI Tie Lines. One T-1 is set up as #5ESS, and the CDP tables all point out it. The call goes through ok, but the encoded call type is National/Unknown.
This causes the call to show up at the other end as External, not internal (other end is not Meridian).

CDP, DMI, and RDB all show internal calssifications for the calls. I tried changing CTYP to every known type (CDP, DMI, and RDB), no luck.

Is there a way to make the outbound call be coded as Private instead of National?
 
not without the far end sending the correct respose to the second req for ack, that is the key your looking for. might use enl msgi x in load 96 to verify which end is marking it as an ext call.. also make sure you have rls entered in that prompt for the far end

I looked at the MSGI/MSGO. Incoming calls to the Meridian show up as Private (as they should...but the Meridian insists on inserting the "H" in front of the caller ID. Example: Extension 2301 calls Meridian, caller sees H2301. That we can live with.)
Outgoing calls from Meridian show up as e163, with the corresponding Connect ACK feeding back Private.

The NUM PLAN: E163 causes the PBX at the other end to treat it as a true external call with only four digit callerId.

Also, what is the RLS prompt?
