a. Ring Ext 100 4 rings
b. Then ring Hunt Group “All Phones” 4 times
c. Then Open Hours Message - *8101
i. Can’t get to the phone, please leave a voicemail
ii. Blind Transfer to Ext 100 v/m

Can I do this?

Yes, It is all basic system programming, request some basic admin training from your maintainer - it will pay for itself in the long run.

Incoming call route to extn 100
on ext 100 set forward no answer/Forward Busy to all phones group
enable VM on ext 100

gets a bit more complicated if you want an Auto attendant (in which case consult your maintainer) but that is not how I read your request
