Incoming call routes

Should the incoming call routes affect calling out for 1 person. I have 1 pots line going to user and using ICR 3 and incoming ID 3 outgoing is group 0 I did see person trying to dial out a few times but the call never completed. I could see them dialing with Monitor but it didn't display all the numbers that were dialed. I had them hang up and try again and the call wasnt completed. They tried again 7 more times and the calls completed. Not sure what it could be.

I wouldn't think the ICR has an effect at all.

I would start with User Short Codes and system Short Codes for dialling out.

Use SSA to monitor the user and see what is going down.
