Incoming Call Route SIP Turnk

I have working sip trunks and all calls can be received and placed. One functionality that is broken, is we used to direct some of our incoming call routes to foreign mobile numbers that would travel through the h323 trunk and out an isdn line. For some reason, we have lost that functionality or it is intermittent. The first call will fail with a busy signal and say line disconnected, but then the next call would go through. Is there some sort of rewrite that needs to happen for the phone call to transfer successfully to the remote pbx every time?
 
You need to trace/watch it in monitor, that will/should reveal what the issue is :)
