Incoming Call Priority

I have a law enforcement customer that we have started servicing well after the initial install. The system is a MICS 4.1 with LS/DS & CLID trunks on it. 2 of the incoming trunks are 911 trunks(NOT CAMA) fed to the system from their "true" 911 system. After the system took a power bump, I am being informed that the 911 calls presented to the phone no longer take priority over "regular" calls presented at the exact same time. With all trunks being equal, is there anyway to prioritize 1 trunk being answered over another when presented with calls at the same time? Never heard of this myself, but wanted to check with the group.

Right now it is set up as squared both for admin & 911 lines, all lines set to A&R on the 2 answering positions. This is a small rural sheriffs office where 911 dispatchers do double duty as receptionists.
 
Never heard of trunk priority.
If they have lines appearing then they should not have an issue with pressing (answering) the 911 lines first?.

How exactly are they answering calls? this might indicate if any fix.

With the setup sounds like they need to press the line that is flashing (and ringing of course).
if they are just picking up the handset to answer that will answer the last call first I think.
Doing Feature 801 will answer the first call first.

Call ringing: When multiple calls are presented to the telephone, the call with the highest priority DRP setting will be the call that rings at the telephone.

Call answering: When multiple calls are presented to a telephone, and the user picks up the handset, the call with the highest priority DRP setting is the call that is presented.

My understanding is that the lines for the 911 calls could be assigned DRP 4 while the lines for the regular calls could be assigned DRP 2. That way, when there are both 911 and regular calls coming in, the 911 calls would be the ones ringing the phone and the ones answered when the user picks up the handset. Do I get this right?

The distinctive ring for lines has been introduced in MICS 6.0, though.
