including a web page in another page

I have a html page which contains the header for my web site (graphic, buttons etc)

I would like to include this banner html document at the top of all the other pages within my web site.

Can anyone help me achieve this?

I thought it would be something like

<include 'banner.html'>

But this is not sucessful.

Thanks everyone, I decided in the end to use an i-frame.
Very Pleased with the result when viewed in ie!
