Inbound TFN giving dialtone?

I have a weird situation going on.
I have a new non-ISDN trunk group that is provisioned with both Local and LD on it. Their is a Toll free number and DID which hit that circuit.

I can do a trace on the tac for it and see the call come into the circuit.

When I dial it, I get dialtone and I can dial any internal extension on my PBX. This should be hitting a VDN but its not but the dialtone and ability to dial seems very odd.

I have confirmed with the telco that they are sending a 4 digit DNIS.

List trace shows the call come in then go to tone-receiver and thats where i hear the dialtone..

Running on a G3 v12 with the DS1 board being a Tn464GP

any ideas?
