How do you go about restricting an extension from receiving inbound calls? This person should only be allowed to make outbound calls.

Do you want them to be able to get inbound calls internally or no inbound at all (neither internal nor external)? is this a direct dial number?
 
analog or digital? easy on a analog, take the ringer out of the phone. might be a little tougher on a digital but if you have var length dn's ava, make the station xxxxxx and don't allow it to display. can't call it if you don't know the number. i have a loop with no ringer power supply, it is just for modems that i don't want hackers to get an auto answer on.

It is a digital phone and want to block all external inbound calls.
 
Is it a DID? If so, can't you just remove the DID from the phone and either redirect it elsewhere or just leave the DID unassigned? Then just assign an internal ext.
 
change it to a non did or put that number in an idc table, that will block calls from outside. All is harder but you can make it not display on called sets with class, but anyone can find a way around that. making all keys scn's will stop ring but not lamp flash, only build key 0 and make it a hot d 1 9 will auto dial 9, and not give it a number. this is how it looks and i just tested it,

00 HOT D 9
you cannot call internal on a set built like that, unless you dial xxx 1234 to ring a did
