In Fire, Emerency, do not: use elevator, use exit stairs.

Maybe she works in elevator repair and the sign means "If Emerency suddenly finds herself unemployed, take the stairs.
 
I'd argue that the word "Emerency or even "Emergency" is redundant after the word "Fire" in a commercial building. When is a fire NOT an emergent danger?

"Hey look, there's a fire, wonder if that's an emerency fire or just a regular fire???"

I don't think "emergency" describes the type of "fire". I'd say that "fire" describes the type of "emergency".
