IMS setup permissions

Hello All,

I'm getting the following error when running the set up file for IMS on a client.

'This installation is forbidden by system policy. Contact your system administrator.'

I've installed the setup.exe on many machines now, just one is giving me the above error.

Phone Manager has already been installed.
Dcom permissions have been granted.

Any ideas?
