Improper Shut Down

My computer doesn't say "Your computer is ready to be shut down" It only says it when I put it in safe mode then turn it off. I try defragment, scan disk, and everything else but it won't shut down right. Is there something wrong with my computer?
 
Is there a sound assigned for 'Exit Windows'? If not, assign one. I've read that WME is suppose to wait for all running programs to stop and report in. Unfortunately, sometimes it stops listening too soon and won't shut off the computer because a program is "still running". By making it fetch and play a sound file, all the running programs have a chance to 'check in'. Almost a no effort fix, can't hurt anything and it worked for me :)
