Importing .dbx files back into Outlook Express 6 8

Hi there,
I have some old .dbx files on CD that I am trying to import back into Outlook Express 6. The old dbx files were created on Windows 98 and I am now running on Windows XP.
It seems like there must be an easy solution to this problem.....I am in Outlook Express, going to File - Import - Messages - Outlook Express 6 - import mail from store directory - then clicking on the location of these dbx files and clicking OK, but the error message below keeps popping up:

'No messages can be found in this folder or another application is running that has the required files open....'

I have no other progs running and the dbx files ARE in the location I am pointing to!

Am tearing my hair out now!
Any help appreciated!

I had tried that before but it was your tip about putting files into a Mail Directory and then selecting the directory above it that actually solved the problem
